Steam pumps are indeed notoriously finicky things - at least as far as model engineering is concerned. It is a steam engine without a flywheel. An actuator on the piston shaft moves the valve rod. The smaller the model, the finer the tolerances. You could use an injector though this is another case where YMMV.
